I can add another way of tickling the muse, one I am doing now.
There is a set of live characters, but new ones are needed. This is historical fiction, so at the moment, when I have the time, I am researching facts. When something I discover suggests it, I write a few paragraphs involving some of my people. Eventually, I will reach critical mass, and I won't be able to stop writing.
